firmware/2lib: Refactor ec_sync_phase1 for clarity This commit refactors ec_sync_phase1 to directly call ec_sync_allowed for EC sync prerequisite checks. This improves code organization and readability. BUG=b:395038430 TEST=Built and booted google/fatcat.
